Postbank will restart distributing its black cards from mid-April as part of ongoing work to replace South African Social Security Agency gold cards. The government announced that around 1.5 million social grant recipients had received black cards by April 2026.

The distribution will continue from mid-April through July 2026. About 600,000 people still holding gold cards will need to switch to Postbank black cards to keep getting their social grants. This rollout comes after the Financial Sector Conduct Authority officially licensed Postbank as a Financial Services Provider.

The licensing is part of plans to develop Postbank into a sustainable and properly managed state-owned retail bank following its split from the South African Post Office in 2019. The move to black cards became necessary after a 2021 security breach exposed the cryptographic key used for SASSA gold cards.

The South African Reserve Bank told Postbank in 2021, 2022 and 2023 to replace all SASSA gold cards with new black cards that have better security features. A proper rollout only started in 2024 when Postbank began a campaign to exchange the cards before a AprilĀ 2026 deadline. In early 2026 Postbank tried to move millions of beneficiaries but only around half had switched by the deadline.

The rollout faced confusion & multiple deadline extensions. Many people criticized the process for being slow and complicated. Beneficiaries had to switch within a limited timeframe which created long queues. Technical problems meant the rollout could not keep up with demand.

At the same time several factors have caused fewer social grant beneficiaries to use Postbank as many switched to private banks. Numbers show that Postbank customers fell from about 8.2 million in June 2020 to 2 million by June 2026 which represents a 75% decline.

Since 2022 customers have dealt with regular payment delays caused by cyberattacks and technical problems. Postbank, SASSA and other government organizations plan to work together in the coming months to contact the remaining beneficiaries who still use the gold card.
